Lawton City Council Minutes

 

December 3, 2002

 

 

The Lawton City Council met in regular session on Tuesday, December 3, 2002, at the Lawton City Clerk’s office.  Council members answering roll: Arlan Kolker, Tony Bengford, Jeff Nitzschke, and Terry Masching.  Absent:  Mary Beth Schorg.  Mayor pro tem Kolker called the meeting to order at 5:15 p.m.  Masching moved to approve tentative and consent agendas as presented. Nitzschke seconded, roll call 4-0, carried. 

 

Building permit was issued to Richard Morgan for a fence.  Council discussed building permit regulations and identified the need for more detail in current ordinances.  No further action was taken at this time.  Mayor Shorman arrived at 5:25 p.m. 

 

Kasi Koehler of the Bigling Agency gave presentation on ICAP assurance.  Larry Etler of Luse-Etler-Goodwin Insurance Agency attended in the absence of city insurance agent Bill Goodwin.  Ms. Koehler stated city-sponsored events/celebrations would automatically be covered under ICAP.  Also, no mid-year premium increases if new equipment were added during the year.  Council will ask Goodwin to acquire quote from ICAP for 2003.  Kolker left meeting at 5:45 p.m. 

 

Howard Logan expressed thanks to the Council for their support of the new First Trust and Savings Bank in Lawton.  Council also was invited to attend bank Open House on Thursday.  Schorg arrived at 6:05 p.m.

 

Bruce Heyduk of American Tower was unable to attend to give presentation on possible AT&T tower/antenna sites within Lawton.  Clerk gave information to Council.  After discussion, Council expressed negative feelings on having a mono pole built near water tower.  However, they would consider allowing AT&T to install antennas on top of water tower for the rental fee of $900/mo.  Any decision would come before the public at a public hearing prior to action being taken. 

 

Mary Beth Schorg presented a bill for consultation for 2001.  Nitzschke moved to pay Schorg $606.00 for 40 hours service.  Masching seconded.  On roll Schorg abstained, vote 3-0, carried.

 

City Maintenance Supervisor Lowell Anderson stated Ford tractor is getting fixed.  Council discussed possibility of selling or trading it in.  The well house has been worked on.  Other repairs are needed and will try to be completed during the winter months.  Updates were given on possible new water plant.  Anderson discussed need for chains for Caterpillar, also the need for a combustible cabinet at the city shed.  With fuel tax refunds being applied for, city could also dispose of diesel fuel tank at shed.  An “as-needed” employee is still being sought.  Schorg moved to offer eligible employee $9.50/hour with no benefits other than IPERS, if qualified.  Bengford seconded.  Roll called, 4-0, carried.

 

Fire Chief Dennis Uhl presented 2002-2003 activity report as well as proposed fire budget of $28,150 for 2003-2004.  He stated insurance costs were major portion of the budget increase of $2,250 over current fiscal year.  Uhl also discussed need for by-laws.  Vehicles were mentioned individually with benefits/concerns being listed for each. Purchase of a deck gun for the 1990 Chevy Kodiak was recommended by Uhl.  Also replacing the 25-year old tank on the 1977 Chevy with a new poly tank was recommended.  Life expectancy on current tank is generally 20 years.   Council is aware of problems with Dodge pickup used as the grass rig.  The shortened frame on the Mac tanker has proven beneficial.  Uhl mentioned possibility of repainting the tanker.

 

Council was informed of Unemployment Insurance appeal that has been filed.  City attorney will assist with matter.  Core samples taken from south Tara Way were examined.  Council feels new overlay was done to specs.  Payment will be made to contractor.

 

Buildings and equipment from the old bank property will be offered at public hearing at a later date.  Clerk reported state fuel tax refund has been submitted for city and fire department.  Federal has yet to be filed.  TIF report was submitted.  First TIF payment has been received from county.  Masching moved, Schorg seconded, to join the Hwy 20 Corridor Association.  City dues are $100 annually.  This association encourages the 4-lane expansion of Hwy 20 across Iowa.  Roll call vote 4-0, carried.

 

After discussion, council declined offer from MidAmerican Energy to be notified of Hazardous Condition Notices given to private individuals.  City will not be responsible for follow-up of these notices.  Commercial water and sewer rates were discussed.  No changes will be made.
