Lawton City Council Minutes

 

December 2, 2003

 

The Lawton City Council met in regular session on Tuesday, December 2nd, 2003, at the Lawton City Clerk’s office.  Council members answering roll: Mary Beth Schorg, Tony Bengford, Terry Masching, Jeff Nitzschke and Arlan Kolker. Also present were council-elect Don Grigg, Perry Ludwig and Rick Schorg.  Mayor pro tem Kolker called the meeting to order at 5:00 p.m.  Consent agenda included approval of minutes from November 4, 2003 meeting, disbursements of $43,680.03, bills of $2,033.66, Resolution #2003-26 waiving 2nd reading of tree ordinance amendment, Resolution # 2003-27 giving final adoption of tree ordinance amendment, clerks’ report, and November financial statements. Resolution #2003-27 amends current city code to include verbiage ordering adjacent property owners to maintain or remove all trees, regardless of state of health.  Complete text of ordinance amendment will be available at city clerks’ office. Masching moved to approve tentative and consent agendas as presented. Schorg seconded, roll called, 5-0, carried. 

 

No building permits were presented for consideration.

 

Final pay request for work done on the box culvert at Elm and Larimer Streets by Sioux City Engineering was certified by Jerry Steffen of Steffen Engineering and presented for payment.   Steffen assured Council water line under box culvert will not freeze.  This concern was raised.  Steffen also provided clerk with sales tax refund information regarding this project.  Nitzschke moved to approve final pay request of $7,639.35.  Bengford seconded.  On roll, 5-0, carried.

 

After considerable discussion regarding the proposed Virginia Acres development, Council stated they feel it is in the best interest of the city to continue working with the projects already started within the actual boundaries of the city, rather than extending westward to a proposed new development.  Masching moved to notify Charlie Bechtold of Rose Engineering that the Council has denied any financial assistance with the proposed development.  Kolker seconded motion.  On roll, 5-0, carried.

 

City Maintenance Lowell Anderson reported a water leak has surfaced near the city shed.  He will work on repairs for it later this week. 

 

The Oath of Office was given to all newly elected officials including Mayor-elect Jeff Nitzschke, Council-elect Don Grigg, Perry Ludwig and Rick Schorg.  These men will take office effective January 1, 2004.

 

Street lights were again discussed.  Council would like to update present lights before the Centennial in June of 2004.  Options will be discussed at January meeting.

 

Grigg informed Council the Legion may try to incorporate a flag burning ceremony into the Centennial celebration.  To date 27 flags have already been deposited in the flag box recently set in place outside city hall.  Council also gave approval to the Legion to leave small supply of flags at city hall for sale.

 

With no further business, meeting was adjourned at 6:25 p.m.
